Watkins' road-fund plan a start

The details may still need some tweaking, but at last someone in Richmond is tackling the highway funding crisis head on.

State Sen. John Watkins, R-Powhatan, plans to introduce a legislative package to raise about $734 million a year for road maintenance and construction, as well as rail operations.
