Is the historic Woolen Mills site an appropriate place for new housing, offices & retail?

Albemarle County and the city of Charlottesville have been exploring ways to make the Rivanna River corridor an attractive resource, economically and recreationally. This is exactly what the neighborhood model recommends. Residents can live and work in the same place.
