The Heaphy Report is damning in its criticism.
Reading about the scope of failures that put both the public and law officers at risk on Aug. 12 is, literally, a sickening, gut-wrenching experience.
An anxious public’s primary concerns center on the actions of police, City Council, and other staff during and before the Aug. 12 riot, with its fatal consequences. So let’s start there.
In fact, let’s start with the most serious incident of all: the failure to protect Fourth Street, which allowed several people to drive across the Downtown Mall to Water Street — including one vehicle that plowed into a group of counter-protesters, killing Heather Heyer and injuring numerous others.
