Proposed tax breaks to incentivize completion of the Dewberry Hotel were always controversial — and therefore precarious.
But the incentives were orchestrated in an era that now seems almost ancient.
Since Aug. 12, everything has changed.
Already shaky, any foundation among the public for extending incentives crumbled under Charlottesville’s new fervor for social justice as its foremost goal. As a result, votes switched and Charlottesville City Council last week decided to deny the incentives that had been a year or more in the making.
