Give fair attention on road paving

It’s called “zero-sum budgeting,” and it’s generally held as a good thing by those who advocate for more efficient government spending.
Under this practice, officials go back to basics and scrutinize programs every budget year for appropriate levels of funding, rather than accepting a standard level of funding as a baseline and then approving increases to that established amount.
It’s also the concept that the Albemarle County Board of Supervisors is trying to apply to road paving.
