Rising RWSA budget will lead to rate increases

An increase of the Rivanna Water and Sewer Authority’s Capital Improvement Plan, presented on Tuesday, will lead to water rate increases for the city of Charlottesville and Albemarle County.

The CIP for fiscal years 2019-23 totals $152.7 million, a 12.4 percent increase over what was projected for fiscal years 2017-21.

Bill Mawyer, the executive director of the RWSA, said a lot of the budget — approximately $97.3 million — can be attributed to pre-approved projects, many of which are mostly complete, like the granulated activated carbon water-treatment systems.
