Talks resume in downtown garage dispute

After a months-long lull in the negotiations over an ownership and rate-setting dispute that’s cost the city close to $140,000 in legal fees thus far, Charlottesville Parking Center and city officials recently started talking again about the Water Street Parking Garage.

Officials on both sides of the argument say progress has been made on reaching a settlement in a dispute that is now in its third year and is seeing less direct involvement from the city’s elected officials and Mark Brown, owner of the private parking company.

“It’s steady,” said Dave Norris, a former city mayor who now serves as general manager of the parking company. “We’ve been working on a staff-to-staff basis.”
