Before Monday’s Charlottesville City Council meeting, the People’s Coalition rallied with city residents and members of the initial Police Civilian Review Board in front of City Hall for an independent, fully funded and fully staffed CRB. The council on Monday was scheduled to have a first hearing on a draft of the bylaws.
