Charlottesville officials are considering changing rules governing a network of trails at the Ragged Mountain Natural Area.  Previously the natural area was a passive recreational space with prohibitions on cycling, running and walking dogs. City staff held a community engagement session to see if there was interest in opening the park to more recreational uses than just hiking.
