Percentage of Income Payment Program – Energy Bill Assistance
The Virginia State Department of Social Services offers the Percentage of Income Payment Program to help low-income Dominion Energy and Appalachian Power Company customers keep their electric service. The program can make your monthly bills more affordable on a year-round basis by adjusting your monthly payment based on your household income and primary heat source. If you use electric heat, your bill is capped at 10% of your income. If you use another heat source, your bill is capped at 6% of your income.
- Your income is less than or equal to 150% of the federal poverty line. Examples as of 2025:
- $31,725 for a family of 2
- $48,225 for a family of 4
- You have an active Dominion Energy or Appalachian Power Company electric account.
