Economic Opportunity Luncheon at Starr Hill Restaurant. O’Toole is an economist and public policy expert opposed to the use of city and county planning, and the author of several books including
Reforming the Forest Service

The Vanishing Automobile
and Other Urban Myths
.
In his hour-long talk, O’Toole explained how he believes smart growth policies lead to greater traffic congestion and higher housing costs. He uses examples from his hometown of Portland, Orgeon to illustrate his points.
