Several dozen people gathered on the steps of the Charlottesville Circuit Court Thursday to watch Clerk Llzelle Dugger administer the oath of office to new City Councilors, School Board members and a member of the Thomas Jefferson Soil and Water Consersation District. Wes Bellamy and Mike Signer have joined Kathy Galvin on the City Council. Adam Hastings and Sherry Kraft are now members of the city school board. Bill Lucy, a former member of the Charlottesville Planning Commission, now sits on the TJSWCD.
